2008 Election Proposal
Twenty four years ago on August 22, 1983, you, the voters, established the
Wimberley Rural Fire Prevention District No.1. The law under which this District
was established, mandated the maximum tax rate at three (3) cents per one
hundred ($100.00) dollars of property evaluation. On September l, 2003 the Texas
Legislature passed Senate Bill 1021 which provided voters authority to approve
raising the tax cap to a maximum rate of  ten (10) cents per one hundred ($100.00)
dollars of property evaluation and also the changing of the districts name to  Hays
County Emergency Services District No. 4.   

We, the board of commissioners, are asking you, the voters, to approve a change
in our tax cap and raise it to five (5) cents per one hundred ($100.00) dollars of
property evaluation.   Your board has no intention of increasing the tax rate to the
maximum tax, or tax cap allowed if this proposition is passed.   It is our desire to
slowly increase the tax rate as needed.

The former and current commissioners of the district have been very diligent and
prudent in the handling of your tax dollars. With the rising costs of fire and rescue
services and planning for the future, it is necessary to increase tax revenue. We are
asking you, the voters, to approve the fore mentioned request.  
Who Can Vote?
All registered voters who reside within our boundaries are eligible to vote.  Please
look on your tax bill for this information; FWI ( entity code ) Wimberley Fire Hays CO
ESD #4 or at www.tax.co.hays.tx.us under “Property Search”.

WHEN DO WE VOTE?  
Election Day is May 10 between the hours of 7:00 A.M. and 7:00 P.M. Early voting
begins April 28 and ends May 6, early voting  schedules  will be published by the
Hays County Election Administrator in county newspapers.  
WHERE DO WE VOTE?   
At the Wimberley Community Center, located in Wimberley at the River road and
Ranch Road 12 intersection.
WHAT WILL THIS DO TO MY TAX BILL?   
For example, using a home valued at one hundred thousand ($100,000.00) dollars
current tax rate is approximately thirty ($30.00) dollars per year. The district is
anticipating an increase of five to ten ($5.00 - $10.00) dollars a year on this same
home, with an approximate tax of thirty five to forty ($35.00-$40.00) dollars per year.
IF I HAVE ANY UNANSWERED QUESTIONS, HOW CAN I TALK FACE TO FACE TO AN
EMERGENCY SERVICES DISTRICT COMMISSIONER?  
There are two public hearings scheduled.  Both Public hearings will be held at the
Wimberley Fire Department Central Station, located at 111 Green Acres Drive, off of
F.M. 2325. The first public hearing will be on April 18, 2008 at 1:00 – 4:00P.M. And
the second hearing will be on April 23, 2008 at 7:00 – 9:00P.M.. Emergency
services district commissioners will be present at both hearings and available to
answer your questions. In addition, the Wimberley Volunteer Fire Department  will
be on hand. Both your commissioners and fire department welcome your visit and
are looking forward to the opportunity to meet you and answer your questions.  
Also, fire department personnel will be honored to give you a guided tour of the fire
station and fire fighting equipment on display.

HOW WILL I BENEFIT IN VOTING FOR THE TAX RATE CHANGE?  
THESE ARE OUR PRIORITIES:  
  • Land acquisition and development of additional fire  stations in the district
    that will provide you, the tax payer, with the very best response times and
    possible improvements in insurance key rates.
  • Additional fire apparatus.  
  • Additional fire personal.  
  • Improvements to existing facilities.
  • Further equipment needs.
We, the Emergency Services District Commissioners of Hays County Emergency
Services District # 4, ask you to cast your vote  FOR .

THE ISSUE OF INCREASING THE MAXIMUM TAX RATE OF THE HAYS COUNTY
EMERGENCY SERVICES DISTRICT NO. 4, TO UP TO FIVE (5) CENTS ON THE ONE
HUNDRED DOLLARS ($100.00) VALUATION PURSUANT TO CHAPTER 775,
HEALTH & SAFETY CODE.
